Within the framework of the National Strategy for Internal Areas (SNAI) the Internal Area of North East Umbria has been identified (riff. Deliberation of the Regional Council no. 213/2015). The National Strategy for Internal Areas (SNAI) constitutes the local development tool that pursues the objectives related to the contrast of the demographic fall and the revitalisation of these areas, recovering and enhancing the potential of the territories. Among the interventions of the Area Strategy and the Framework Programme Agreement, the North-Eastern Inland Area of Umbria, of which Gubbio is the lead municipality, is the implementing party of the intervention concerning the elaboration of the Sustainable Mobility Plan – 1_M1.1 Sustainable Mobility Plan of the Internal Area.

The planning process provides the overall framework of the aspects that contribute to defining the design structure of the SUMP of the North-Eastern Internal Area of Umbria as envisaged by the Guidelines for the drafting of Sustainable Urban Mobility Plans (hereinafter, for brevity, LGMs) as per DM. 397 of 5 August 2017 amended and supplemented by DM. 396 of 28 August 2019.

The definition of the Objectives of the Sustainable Urban Mobility Plan of the North-Eastern Internal Area of Umbria originates from the system of Ministerial Macro Objectives – DM 397 of 4 August 2017. Starting from the Ministerial Macro Objectives, in fact, the shared aggregation was advanced in the participation phase of the tables with the Institutions and Stakeholders. The next step was to filter the macro-objectives in light of the objectives advanced by the Area Strategy for the development of the mobility system. The declination of the macro-objectives as well as the objectives of the Area Strategy in the spheres of Collective Mobility, Private Mobility, Active Mobility and Mobility Management made it possible to identify the specific objectives for the North-Eastern Internal Area of Umbria as well as the actions of the Plan.

The characterising dimension of the AINEU SUMP is the overcoming of the strictly urban dynamics of mobility to characterise itself in the territorial dimension of the Internal Area with intrinsic scope issues. The Plan’s guiding vision, in fact, moves along the track composed on one side by the Area System dimension and on the other by its urban components.

In particular, a founding dimension of the mobility system of the Plan derives from the assumption that the socio-economic dimension of the tourism phenomena constitutes a fundamental lever for the development of the entire area and, with this purpose, the mobility and accessibility system constitutes an enabling condition for the tourist fruition of the territories of the North-Eastern Internal Area of Umbria as much as a right of the resident population.

The strategic and methodological vision of the Plan is therefore flanked by the overlapping of the different hierarchical systems of relations of the territorial levels and the thematic areas of the Plan.

Active Mobility is thus recognised by the SUMP as the main mode not only for systematic movements in the various villages but also as a development driver for cycle-tourism, in particular, in which the Inner Area is already included but which can find an important lever for the economic development of the area.

To the renewed role of Active Mobility the SUMP flanks, to a complementary and synergic extent, that of Collective Mobility, which plays a key role in connecting the area to the regional and national territory as well as to local services and internal connections within the area, also with flexible DRT systems.

With regard to the theme of accessibility to the area, in particular, the connection to the Regional Airport of Umbria and Marche and the High Speed services, both existing and planned, are strategic, useful to intercept those quotas of tourist demand with potentially more consistent values of permanence in the structures of the area.

The Urban Plan for Sustainable Mobility aims to rebalance the modal distribution of the area’s mobility system by supporting mainly Active and Collective Mobility and, while aiming at a reduction of travel by private vehicle, recognises the importance of guaranteeing optimal operating conditions of the network and greater safety conditions.
