Letizia Veglioni’s thesis work is part of the drafting process of the SUMP for the North-East Umbria Internal Area – AINEU. The thesis starts from the idea that the tangible and intangible heritage capital of internal areas has the potential to align with the development of sustainable mobility, thus favoring the spread of slow tourism in harmony with the territory and its local communities. The challenge is the creation of a wide-area organizational system that, through the strategic planning of slow lines, supports the development of sustainable mobility and slow and green tourism.

The thesis experience pursues the objective of defining the plan scenario concerning the active mobility theme included in the Internal Area’s SUMP. The thesis aims to investigate how to strategically plan a slow mobility network for the Area so that it can be the starting point for a conscious and territory-appropriate development of tourism that involves slow travel. The methodology applied to the North-East Umbria Internal Area is based on the C.O.S.A. chain, i.e., Critical Issues, Objectives, Strategies, Actions, and actively involves local communities in the decision-making process through participatory planning. The planning of the slow mobility network is narrated by the “Strategic Masterplan” and accompanied by a development strategy that is identified in a vision, a mission, a slogan, and a visual identity in harmony with the territory.

The contribution of the thesis demonstrates that the strategic and integrated planning of a network of trails and cycle paths can stimulate local development, involve communities, and enhance local resources. In this perspective, the SUMP goes beyond urban schemes and does not only act as a mobility ordering element, but rather, acting on the wide area, it becomes a promoter of the territory.
