The Strategic Urban Plan for the Metropolitan Area and the Strait (PSUM) represents a strategic path to change aimed at raising the level of environmental well-being, quality of life, and social cohesion.

It serves as a roadmap for municipal departments, which are called upon to align their policies with shared goals and foster greater synergy between districts. While the Plan focuses on the municipal level, it looks toward the broader area, transcending administrative boundaries and enhancing relationships with the Strait and the surrounding territory.

The PSUM rests on five core themes that have guided the entire development of the plan document:

  • Infrastructure and integrated mobility systems
  • Environment, sustainability, and ecological transition
  • Land governance, territorial planning, urban regeneration, and urban development
  • Economic development, innovation, education, and employment
  • Simplification of the administrative system and digitalization

The Strategic Plan is characterized by a multisectoral and interdisciplinary approach throughout all its parts, starting with the analyses in the knowledge atlas. This approach generates a logical chain that begins with identifying critical issues through a SWOT analysis, from which the definition of objectives and lines of intervention is derived. The identified objectives are:

  • Promote a new well-being for the local community
  • Foster renewed territorial cohesion
  • Improve and innovate accessibility to public services
  • Enhance the quality of urban and territorial infrastructure, making it beautiful, innovative, and sustainable
  • Recognize and enhance Messina’s many identities
  • Communicate the “New Messina”

The fulfillment of these objectives and lines of intervention generates the 72 actions. Each action therefore stems from the strategic chain and is strictly correlated with the predetermined goals.

The multiplicity of these actions reflects the variety of objectives to be achieved and the complexity of the Messinese context, as described in the Knowledge Atlas. Each action, while autonomous and specific, is intrinsically linked to the others, creating an integrated and synergistic system that has been represented in a map.

Links between actions and flagship projects

The map of actions, therefore, highlights the overall coherence of the plan and their mutual reinforcement. The actions, in fact, support each other, creating a multiplier effect and ensuring the achievement of strategic objectives.

Some actions, considered strategically relevant and a priority for activating others, have been implemented and defined as Flagship Projects. The Flagship Projects are also included on the map of actions, as they are considered essential for understanding the network of connections between the actions. Flagship Projects can be recognized on the map by the orange border of their icon.

The Flagship Projects of the Strategic Plan are:

  • The Workshops of Knowledge – Massa San Nicola
  • The Social Kiosks – Piazza Cairoli
  • Blue Messina: A Sea of Possibilities
  • Tourism Governance
  • Antonello da Messina House Museum
  • Messina, the City You Don’t Expect.

The Strategic Plan aims to build a new governance model based on synergy, co-responsibility, and collaboration between public and private entities. The goal is to create shared platforms that guide intersectoral design, implementation, and management.

With the PSUM’s actions, Messina projects itself toward a more inclusive, sustainable, and prosperous future. The plan strengthens the role of the Municipality as a driver of development, acting as a promoter and facilitator of complex processes that can involve a wide range of actors.
