The main goal of the Municipal Evacuation Plan for the Vesuvius Red Zone is to translate the regulatory and planning provisions at the national and regional levels into a local context.

Specifically, the Plan aims to ensure an evacuation process from the Red Zone that is rational, coordinated, and well-known by the population, taking into account the specifics of the territory and local needs. The scenarios for autonomous and assisted evacuation have been developed with a technical and specialized approach, adapting them to the real conditions of the territory. For autonomous evacuation, after estimating the number of vehicles involved, a 48-hour evacuation scenario was identified, divided into zones, with a system of first, second, and third-level gates and the definition of escape routes.

Regarding assisted evacuation, after estimating the number of people involved and the maximum capacity of the means of transport, public transport lines, the stops to be planned, as well as the number of drivers needed, the setup of waiting areas, and the evacuation times were identified.

In a plan like this, the aspect of information and communication is crucial for the successful execution of operations in case of emergency. The Plan therefore includes communication and participation activities to ensure active involvement of the population, in line with the initiatives already activated at various institutional levels. The Evacuation Plan was approved by City Council Resolution No. 4 on 14/01/2025.
