We supported the Municipality through a full analysis-and-design journey. Starting with surveys, we built scenarios and, area by area, tested how different solutions affect circulation. For each intervention, single or in combination, we assessed impacts on traffic, parking, cycling and walking accessibility, comparing alternatives. The outcome is a set of integrated actions that, overall, improve network fluidity and safety.
The PPTU interventions were planned with an integrated approach: reorganizing circulation, ensuring continuous walking and cycling links, making crossings safer, and rationalizing parking. The goal is a more legible, free-flowing network while improving access to key urban poles.
The plan is explicitly multimodal: traffic schemes and one-way systems are designed together with cycle networks, pedestrian routes and parking, reducing interference.
Activities and approach:
- Data collection & surveys: flows, turning movements, pedestrian/cycle crossings, parking; dataset QA/QC.
- Knowledge base: network hierarchy/one-way schemes, spot issues (junctions, narrow sections, bus–car–bike conflicts), demand by attractors.
- Scenarios: single and combined options, consistent with the overall network design.
- Modelling: macro (flow maps, saturation, difference networks) and micro on key junctions (LOS, delays, mean/max queues).
- Multimodal evaluation: effects on vehicle flow, pedestrian accessibility, cycling continuity/crossings, parking (turnover, interference).
- Safety: conflict reduction, simpler maneuvers, clearer junction reading, safer crossings.
- Access to poles: routes to schools, services, retail and PT; mitigation of bottlenecks.
- Alternative comparison: common KPIs, operational C/B reasoning, selection of effective, feasible solutions.
- Communication outputs: intervention maps, area sheets, “light” extracts for stakeholders and citizens.
Once priority areas were identified, we observed an overall gain in flow: smoother circulation, more continuous walking/cycling links and better-organized parking, with positive effects on accessibility and tangible safety gains at junctions. Impacts are mainly local, improving daily life in neighborhoods; where links become strategic, benefits extend along primary corridors, raising overall city usability and tying local actions into the wider network.

The plan goes beyond “drawing” new works: for each area, combinations were tested and validated via simulation tools. The aim is to select solutions that deliver fluidity and safety without shifting issues onto the main network. Many effects are punctual and improve everyday life in the neighborhoods; where connections are strengthened, benefits spread along the city’s access corridors, from the center to the districts and out to Ponte Nuovo.
