The Federation of Municipalities of the Camposampierese is a Union of Municipalities, established in accordance with Art. 32 of Legislative Decree No. 267 of 18/08/2000. It was formally founded on January 1, 2011, through the merger and incorporation of the Union of Municipalities of the Camposampierese and the Union of the Alta Padovana.
The Federation serves as the lead entity for the Area Programmatic Agreement (IPA)—a public-private consultation platform where local stakeholders collaborate to discuss regional policies, promote sustainable development, and draft new strategic projects.
Achieving environmental sustainability has always been a primary and vital objective for the Federation. Territorial policies have consistently focused on adopting plans oriented toward sustainable development, safety, quality of life, and climate change mitigation. Within this framework, the drafting of the Sustainable Urban Mobility Plan (SUMP) was deemed essential to complete a long-standing territorial strategy aimed at environmental sustainability, landscape preservation, improved urban environmental quality, and the pursuit of sustainable mobility.
The drafting of SUMPs was governed by Ministerial Decree No. 397 of August 4, 2017, and subsequent amendments introduced by Ministerial Decree No. 396 of August 28, 2019, which define the guidelines for plan preparation, as well as the fields of intervention and relative macro-objectives.
Furthermore, the Plan for the Federation of Municipalities of the Camposampierese was based on the Operational Guidelines for the drafting of SUMPs for Municipalities with populations between 50,000 and 100,000 inhabitants, in order to introduce specific objectives, namely:
- Enhancing Road Safety
- Increasing safety levels for pedestrians and cyclists.
- Reducing the risk of accidents in urban areas.
- Increasing Public Transport Usage
- Developing a Federation-wide connection network distributed among the Municipalities.
- Ensuring intermodality and connections between Public Transport services (road and rail) and active mobility.
- Increasing the use of Active Mobility
- Providing infrastructure and services for cyclists.
- Increasing the modal share of active mobility.
- Improving Air Quality
- Reducing traffic volumes in urban areas (with a specific focus on heavy goods vehicles).

In the field of collective mobility, the SUMP outlines the enhancement of rail service accessibility through the construction of the new Loreggia station (a project to be coordinated with Rete Ferroviaria Italiana) and the reinforcement of bus transport through the creation of new inter-municipal lines (to be coordinated with the Province). To maximize public transport efficiency, it is essential to coordinate these new bus services with rail schedules, alongside the adoption of integrated ticketing policies.
Furthermore, the Federation of Municipalities of the Camposampierese SUMP identifies as a priority the development and equipping of Mobility Hubs along the backbone of the public transport network. The goal is to discourage private vehicle use by improving the efficiency and attractiveness of these hubs, which will also be equipped with charging systems for electric vehicles (EVs).

Regarding private mobility, the SUMP adopts the Inter-municipal Territorial Coordination Plan (PATI) as its reference scenario, providing for the following measures:
- Actions aimed at improving safety on road axes characterized by higher accident rates;
- Traffic calming interventions on the local road network within residential areas;
- Targeted safety upgrades at the most critical nodes (intersections).
A specific focus was placed on heavy goods vehicles (HGVs), based on accident data analyses and issues raised during the public participation process, where this topic emerged as one of the most significant for the region. Beyond managing transit through urban areas, the issue requires targeted measures to minimize the impact of these flows while simultaneously ensuring accessibility to the area.
To this end, the Sustainable Urban Mobility Plan introduces a road network hierarchy, distinguishing between primary road network intended for freight transit; secondary road network; restricted roads prohibited for heavy vehicles, except for local access.
Finally, the use of ITS (Intelligent Transport Systems) is planned both as a tool for directing traffic toward interchange parking lots and for user communication—including for heavy goods vehicles—as well as general traffic management.

The SUMP for the Federation of Municipalities of the Camposampierese thus serves as an organic and integrated mobility planning tool, aimed at the overall improvement of the regional system’s sustainability. Developed in consistency with higher-level planning instruments and operational industry guidelines, the planned actions aim to ensure a balance between the different components of mobility—active, collective, and private. Simultaneously, these measures promote road safety, accessibility, the reduction of environmental impacts, and an enhanced quality of life.
Within this framework, the Plan represents a strategic benchmark for the evolution of mobility policies in the area, guiding future intervention choices toward more sustainable, integrated, and efficient models.
Numerical evaluations of the various scenarios reveal that private car usage decreases by approximately 8 percentage points. This shift primarily benefits cycling—which is ideal given the flat terrain and the prevalence of short-distance trips within the Federation’s municipalities—and public transport. The latter sees growth both for internal travel and, even more effectively, for external connections, thanks to the new public transport routes’ ability to act as feeder services for the rail system.
