In recent years, the legal framework for the planning and programming of mobility and logistics has changed significantly, both at European and national levels. The Provincial Council has updated and approved the Provincial Sustainable Mobility Plan, strengthening South Tyrol’s role in both internal mobility and exchange with Italian and European regions, focusing on green energy and technological innovation.

The PSMP 2035 is based on a comprehensive planning of the mobility system founded on the integration of all modes of transport to ensure environmental, economic, and social sustainability, configuring itself as a Master Plan with respect to other plans and programs that must guarantee due coherence.

In order to systemize the general European, national, and provincial objectives, taking into account the time horizons for the implementation of important infrastructural interventions that will affect the territory of South Tyrol in the coming years, the PSMP project scenario is structured according to two time horizons: 2026 (Short-Term Project) and 2035 (Long-Term Project).

The Plan acts, albeit with different intensity, on three hierarchical levels: the Brenner Corridor, secondary connections with European regions, provincial organizing axes (Pusteria and Venosta valleys), and internal connections in cities, main and secondary valleys, and districts. The Plan has promoted the decarbonization of public and private transport systems, road safety, and the digitalization of the mobility system and those interacting with it.

The 2035 Project scenario, which includes the strengthening of the provincial railway system, combined with the induced effect of the new operating model (STA 2035) and the enhancement of bus-based public transport (existing and new BRT lines), interventions to promote intermodality (parking at stations and related fare concessions for passengers), and last-mile sustainable mobility (bike stations, bike sharing, etc.) that amplify the benefits of the Public Transport backbone network offer, contribute to achieving a reduction in private transport mileage and therefore the related negative externalities (pollution, accidents, etc.) of over 20% compared to the current state.
