Arturo Regoli’s thesis work is part of the emergency planning for the Vesuvio volcanic risk, contributing to the drafting of the Municipal Evacuation Plan for the Red Zone of Naples, approved in January 2025. The Plan stands out for its pioneering nature, preceded only by the Campi Flegrei case in 2024, but differing from the latter on several assumptions. The study contributed to developing an innovative methodological approach, with the aim of producing a complex, comprehensive, and communicative technical document, capable of ensuring high operational feasibility and effective emergency management. A further objective of the research was to demonstrate how the experience gained from the Plan’s construction process can concretely contribute to defining and supporting strategic perspectives both in the field of Emergency Planning and Urban Planning.

The main local urban planning tools, such as the Vesuvio Urban Planning Law No. 21/2003 and the Naples Municipal Urban Plan, were analyzed to identify the key principles of local Urban Planning and align the strategy with the indications provided by official instruments. The C.O.S.A. approach (Critical Issues-Objectives-Strategy-Actions) guided the definition of a strategic scenario to orient urban policies capable of favoring settlement transitions and adaptations. The strategy defined in the thesis addresses the problem of vehicle parking along evacuation routes, which can generate congestion and hinder evacuation operations. The proposed solution introduces widespread strategic parking lots serving residents and operational units, through permanent parking hubs and community hubs, i.e., community spaces convertible into parking lots in emergencies.

The implementation of the hubs contributes to the pursuit of the general principles defined by urban planning law, including settlement decompression, infrastructural strengthening, and conversion of uses. In addition to improving spatial quality, the strategy promotes urban and landscape redevelopment and infrastructural reorganization processes. At the urban scale, the strategy can involve or trigger further processes aimed at supporting the temporary use of the territory, counteracting forms of marginalization (urban and social), and fostering greater settlement sustainability and resilience.
