As for the surveys on parking supply, the survey is carried out by mapping all the parking spaces according to their actual arrangement on the road and type. This survey covers both concentrated parking areas and on-street parking. The parking is then classified into different types: paid parking, unregulated parking, free parking, and reserved parking.
The main objective of the parking demand survey is to analyze the ‘balance’ between parking demand and supply. The survey can be conducted broadly across the entire study area using the counting method or the license plate method.
Surveys conducted with the first technique involve a true census of vehicles, counting the vehicles present on the road in both regular and irregular parking at different times of the day (usually three: morning, afternoon, and evening), allowing the determination of the occupancy rate and the demand-supply balance. Summaries can then be made regarding the saturation index of parking and the distinction between regular and irregular parking for each survey pass.
The parking demand survey conducted using the license plate method (GDPR compliant) involves recording the license plate numbers (last 5 digits/numbers) at different times of the day. In addition to the number of vehicles actually present in the study area, this method also allows for the evaluation of vehicle turnover, generally with 7 passes: one nighttime pass, 3 morning passes, and 3 afternoon passes.
